Post Office card accounts closure extended until November 2022
- Previous plans had called for the Post Office Card Accounts (POca) program to be phased down by the end of November this year. In response to the inconvenience created by the epidemic, the quarantine has been extended for an additional 12 months to provide everyone sufficient time to make alternate plans. All clients who now receive money into a POca will get a letter from the Department for Work and Pensions informing them that the service will be phased down and urging those who are able to create a bank account to do so. All of those who continue to be unable to use such services will be transferred to a new Payment Exception Service, which will allow them to select how they wish to receive their payments. ″While the great majority of pensions and benefits are deposited directly into people’s bank accounts, some individuals prefer to receive their payments over the counter at their local Post Office,″ said Guy Opperman, the Minister for Pensions. This additional time allows us to assist our most vulnerable customers in completing the transition to the payment mode that is most convenient for them – even if that means ensuring that they may continue to receive cash from the Post Office using a card from the new Payment Exception Service. Pensioners and benefit claimants will now have the option to select how they receive their payments as a result of the new Payment Exception Service. These techniques include the distribution of digital coupons by SMS, email, a unique barcode shown on a mobile phone, and a combination of these methods.
- In addition, all clients who are transferred from POca to the new service will get a reusable mag stripe plastic card, which may be used to withdraw cash benefits from more than 28,000 PayPoint retail outlets or 11,500 Post Office branches across the United Kingdom.
- A significant amount of effort has been put into identifying people who are most at risk, with the goal of providing vulnerable claimants with additional help prior to the implementation of the new system.
- For additional information on the Payment Exception Service, please visit the following website: Payment Exception Service – GOV.UK (www.gov.uk)
- Payment Exception Service – GOV.UK
- For additional information about the shutdown of POcas, please see the following link: GOV.UK provides information on how and when your benefits are paid (www.gov.uk)
- In the period between January and July 2021, the number of active POcas decreased from 590,000 to 382,000.
- Customers who can create a bank account are encouraged to do so by the Department for Work and Pensions, however vulnerable claimants who are unable to do so will be required to use the new Payment Exception Service.
- The Department of Works and Pensions (DWP) is writing to all clients who currently receive payment into a POca. They will get two letters informing them that the POca is coming to an end and informing them that if they are unable to furnish a bank account, their payments will be transferred to the Payment Exception Service.
- Customers who we suspect are at danger of being harmed will be contacted in an attempt to assist them through the transition.
- All clients who have been transferred from POca to the Payment Exception Service will get a payment card, which they may use to cash in their payments at their local Post Office branch (or PayPoint shop).
- When consumers are transferred to the Payment Exception Service, additional checks will be performed to verify that vouchers are redeemed.
- Customers of the HMRC: The expansion to POCA as well as the alternative Payment Exception Service voucher product are only applicable to payments from the Department for Work and Pensions.
- In order to continue receiving tax credits, Child Benefit, or Guardians Allowance, you will need to provide HMRC with alternative bank details by 5 April 2022. HMRC is encouraging their customers to act now in order to ensure that they do not miss any payments once their Post Office card account is closed.
- Alternative account information can be obtained by contacting HMRC’s helplines (0345 300 3900 for tax credits and 0300 200 3100 for Child Benefit), or by logging into your Personal Tax Account and providing alternative account information. Consult Citizens Advice if you want to learn how to create a bank account.

What to do now your Post Office card account is closing
- Utilize your existing current account to receive your benefit payments
- open a bank, building society, or credit union account if you do not already have one
- or use the Payment Exception Service if you are unable to establish a current account.
Option 1: Nominate an existing bank, building society or credit union current account
- To access your money, you’ll need to utilize a current account because a savings account isn’t appropriate if you’re taking money out on a regular basis.
- In addition, some savings accounts, such as Instant Saver Accounts, will not accept direct payments of pensions and benefits from the government.
- As an alternative, you will be required to establish a current account into which you may deposit or withdraw money, and into which you can receive any third-party payments from other persons.
If you already have a current account that you may use, you will only need to provide the DWP with the necessary information. For additional information, please see our section on notifying the DWP of your new bank account information.
Option 2: Open a current account if you don’t have one
- A current account is the most convenient way to access your payments since you may withdraw any amount of money you have at any time, regardless of how much money you have.
- Current accounts are provided by financial institutions such as banks, building societies, and credit unions.
- You can create an account in person or online, or you can enlist the assistance of a trustworthy relative, friend, or caregiver.
In the event that you already have a helper (also known as a ″permanent agent″) for your Post Office card account, you can ask that individual to assist you in opening an account. For assistance in selecting a current account that meets your requirements, see our section on How to choose and open a current account. It’s possible that you’re unsure of the identification you’ll need to create a new current account.Find what you’re looking for in our section. To create a bank account, what papers would I need to provide?
Can I still use the Post Office to manage my money?
- If you currently have a bank account or establish a new one, you can continue to withdraw money from your local Post Office.
- For the most part, most bank accounts currently permit you to withdraw cash and manage your account from Post Office locations.
- On the Post Office website, you or a member of your family may see if your bank, building society, or credit union is listed, as well as what services they provide.
Option 3: Use the Payment Exception Service
- If you are unable to open a current account, the Department of Work and Pensions (DWP) will make your payments through the Payment Exception Service. You have the option of receiving your funds through one of the three options listed below: a unique reference number sent to your phone through text message (SMS)
- a unique PDF voucher sent to your email address
- a Payment Card: the DWP will send you a Payment Card as well as a welcome letter. The Payment Card is pre-loaded with vouchers that may be redeemed at any PayPoint shop or Post Office location to withdraw cash. If you pick this option, you will not be required to use a computer or smartphone.
- Present your card, voucher, or text message at a Post Office or PayPoint outlet to get your benefit or State Pension payment. On the PayPoint website, you can determine the location of your local PayPoint merchant. The same goes for those who have elected to be paid by emailed vouchers or the Payment Card: in order to withdraw your money, you will be required to produce confirmation of your identification. The following is a list of acceptable forms of identification. You simply need to demonstrate one of the following: Passport (UK, Irish, or foreign)
- Birth, Marriage, or Civil Partnership Certificate
- Benefit Entitlement letter (less than 3 months old)
- Council Rent Book/Tenancy agreement
- Council Tax or Rates Demand/Bill
- Utility Bill (such as a gas or electricity bill)
- A valid UK photo or paper Driving Licence
- A valid UK photo or paper Driving Licence
- A valid UK photo or paper Driving Licence
- A valid UK photo or paper Driving Licence
- A valid UK photo or paper Driving
- The photographic (UK) travel pass
- the Services (Forces) identity card
- the Foreign National ID card
- the Immigration and Nationality Department form SAL1
- the Northern Ireland Electoral Identity Card
- the biometric residency permit
- the Naturalisation/UK Citizen Certificate
- or the Form BF57a.
How much money will be on my vouchers?
- There is a total of £100 in value for each coupon, regardless of whether you want to get vouchers through email or text message, or whether you prefer to have vouchers loaded onto your Payment Card.
- This implies that if your benefit or State Pension payment is greater than £100, you will need to use your Payment Card, your email or SMS vouchers more than once in order to collect the full amount of money due to you.
- For example, if your benefit payment is £212, you will need to use your Payment Card (or an emailed or texted voucher) at least three times in order to withdraw the whole amount of your money.
This is due to the fact that £100 plus £100 plus £12 equals £212.You are not need to withdraw the entire value of the coupon at once. You have the option of cashing as many coupons as you like at once. You must cash in your voucher within 90 days of receiving it, otherwise the money will expire and be returned to the agency responsible for disbursing your welfare benefits. You will need to get in touch with that office in order to regain it.If a store does not have enough money available when you arrive, you may need to go to another PayPoint merchant, return later, or visit a Post Office branch to complete your transaction.
Each time you use your Payment Card, you can request a receipt, which will show you how much money is still available for collection.
How safe is my money on a Payment Card?
- Using a payment card instead of a bank account might be less convenient. Consider the following considerations: You will not be able to utilize your coupons in the same way that you would a bank account. This implies that you will be unable to transfer the value of the vouchers to any other bank account, and you will also be unable to accumulate a balance because your vouchers will expire after 90 days if they are not cashed out.
- Relying on cash payments may cause you to lose out on cheaper or more beneficial online items and services that can only be purchased with a current account. Consider the following examples: You’ll need a current account if you want grocery shopping delivered to your house.
It is possible to switch from being paid directly into your current bank account to being paid directly into your new bank account if you decide that the Payment Exception Service is not for you and if you open a bank, credit union, or building society current account with them. To do so, you must contact the office that pays your benefit.

How to choose and open a current account
- Most current or basic accounts from UK banks, building societies, and credit unions will already accept automatic payments for your Universal Credit, other benefits, including State Pension, as well as payments for other expenses.
- An example of this is a current account from a bank, building society, or credit union, or a simple fee-free bank account.
- If you’re not sure which bank account is ideal for you, you may call us on 0800 138 7777 (English) or 0800 138 0555 (French) for assistance (Welsh).
Typetalk may be reached by dialing 18001 0800 915 4622.A basic bank account may be available to you from your bank provider if your income does not qualify you for one of the regular current accounts available in your area.More information may be found in our guide on the operation of basic bank accounts.
Opening a current account
- Once you’ve decided on a current account, you may open it in person, over the phone, or online with your credit card.
- In the event that you are concerned about performing this task alone, a trustworthy relative, friend, or caregiver can assist you.
- In the event that you already have a helper (also known as a ″permanent agent″) for your Post Office card account, you can ask that individual to assist you in opening an account.
Can I still use the Post Office to manage my money with a current account?
Although you may use your local Post Office even if you have a current account, you should do so because most bank accounts already allow you to withdraw cash and control your account from Post Office offices. On the Post Office website, you or a member of your family may see if your bank, building society, or credit union is listed, as well as what services they provide.
What documents will I need to open a bank account?
- When you create a bank account, you must provide confirmation of your identity as well as your mailing address.
- As proof of identification (ID), you can use a passport or a photo driving license, and as proof of residence (proof of address, you can use bill statements).
- However, you need not be concerned if you do not have these papers or if you do not currently have a permanent residence.
You or a family member can look up ID criteria on the website of the bank, building society, or credit union that you’d want to use in order to discover a bank account that suits your needs and is convenient for you.Alternatively, you may visit your local bank and inquire about the kind of identification they accept.
How to prove your identity and address
- The following two papers are often required by banks, building societies, and credit unions to prove your identity and address: one document to confirm your full first and family name (for example, your passport, driving licence, State Benefit or State Pension letter, etc.)
- one document to confirm your address (for example, a. Council Tax Bill, or household bill, rent or mortgage statement)
- one document to confirm your date of birth (for example, your birth certificate, passport, driving licence, State Benefit or State Pension letter, etc.)
- On the GOV.UK website, you may obtain a list of additional papers that are likely to be approved, as well as a proof of identity checklist. If you don’t have access to any of these types of identification, it’s worth speaking with a bank, credit union, or building society to see if they will take alternative forms of identity instead. If you’re interested in opening a current account, the following alternatives should be available to you: A passport or a driver’s license are required. Letters from the Department for Work and Pensions
- from HMRC
- from JobCentre+
- from your local council
- letters confirming who you are and where you live – from your employer, college, or training provider
- letters about your benefits or State Pension
- letters confirming who you are and where you live – from your employer, college, or training provider.
- Letters from your doctor, your social landlord, a minister of religion, your care home management, a warden of sheltered housing, a hostel or a refuge, and an armed forces officer are all acceptable sources of information.
- Using credit reference agencies to look for sources of information connected to you, the bank may be able to conduct an electronic identity verification check on you (an identity search). If they offer to do so, inquire as to whether the search will have an impact on your credit rating. If you’re an international student, a migrant worker, a refugee, an asylum seeker, a prisoner, or on probation, you may need to provide additional documentation to confirm your identity and residence.
If you’re not sure what papers you’ll be able to use to confirm your identity and residence, bring whatever you have with you. This will assist the bank or building society in determining which items they will accept the most simply and quickly.

Why does the Postal Service want to destroy the Post Office?
- According to the Postal Service, eliminating 3,600 post offices may save the agency $200 million.
- That is one-third of one percent of its yearly budget, and just 2.5 percent of the $8 billion in losses it projects to incur in the current fiscal year.
- It is not clear why the Postal Service wants to eliminate all of those post offices, given that closing post offices would not assist to alleviate the organization’s financial woes.
It is possible to gain some insight into this riddle by reading a few of the hundreds of news pieces that have appeared in the previous several weeks concerning post offices that are scheduled to close.Although your post office may not be included on the lists, it is still worthwhile to browse over a few of them.Pass over the section in which a Postal Service reporter rehashes a tired old mantra about how much money they’re losing, how everyone is using email these days, and how no one goes to the post office any longer, leading them to decide to ″right-size″ the network by closing thousands of post offices. It’s all taken from a press release, and it’s only there to serve as a diversion. There’s even an option to skip past the section where the Postal Service says, ″don’t fret, just because your post office is on the list doesn’t mean it will inevitably close.″ That’s only to calm you down a little bit.Don’t take anything at face value.
By the end of next year, four thousand towns may find themselves without a post office to serve them.Make your way to the truthful section of the piece, when the writer went to the post office to obtain a few statements from local residents. You’ll read about how losing the post office feels like losing a limb, how the post office is the heart and soul of the community, how closing the post office is like losing a member of the family, and how the post office gives people a sense of identity—they even become attached to their ZIP code and worry that their town will ″fall off the map″ if the post office is closed.Topophilia, or ″love of place,″ is the term used in academia to describe this attachment to a physical location such as the post office.
- Forming these relationships is a fundamental human need, and it hurts when the attachment is severed.
- However, it is precisely what the Postal Service is doing when it shuts post offices around the country.
- It is eliminating the human connection to a particular location.
- Closing a post office, on the other hand, does more than merely remove a valuable resource from the community.
- In many towns and neighborhoods, the post office serves as a gluing agent, binding the community together.
- The post office is the location, in a profoundly existential sense.
That is one of the reasons why people are so concerned about losing local post office. It’s not just a matter of being inconvenient. It is about the impact that shutting the post office will have on the neighborhood or the downtown commercial sector. In it, the author discusses how shutting the post office will bring the community to its knees. The Postal Service is going to cause a lot of hardship by eliminating all of those post offices, but their justification—that it is facing a massive financial crisis—doesn’t hold up under scrutiny. It’s not that the Postal Service isn’t dealing with a serious financial crisis.
It is.It’s only that post offices aren’t involved in any way with this. Each and every postal worker is well aware of the difficulty that comes with being required to pay for the future health benefits of employees who have not yet been recruited by the Postal Service.
So why go to all of this trouble if it isn’t going to help you address your financial problems? The question is perplexing, but here’s a sketch of a possible solution. Is it because the global economy is undermining traditional values linked with commitment to regions, or is it something else?Author William Leach describes how ″place-indifferent bankers and money managers have established themselves on a global canvas″ in his book Country of Exiles: The Destruction of Place in American Life. This corporate elite, devoted to efficiency and profit, is ″weakening place as a centering presence in the lives of ordinary people,″ according to the author.Everyone and everything is a victim of this trend: the growing number of part-time and temporary workers who are compelled to relocate to areas where there is work, the suburban sprawl and endless highways that have all but destroyed small towns and inner cities, farmers who have been pushed off their land to make way for more suburbs, and, of course, the numerous post office consolidations that have forced thousands of postal workers to leave their jobs.
When individuals have a strong sense of belonging to a specific location, when they have a strong sense of loyalty to a town or a neighborhood, the global economy finds it inconvenient—and that is putting it nicely.Topophilia is viewed as a hindrance that causes headaches in the business world: don’t frack in my backyard, don’t build a Wal-Mart in our town, and don’t close the factory and force the employees to relocate to another location to find new employment. There is only one time in which the global economy is interested in ″places″: when there is money to be made from selling a place as a tourist attraction, by selling a home in a development that promises ″a sense of community,″ or by selling overpriced tickets to a sporting event in order to cheer on the ″home″ team.(However, don’t become too attached because they may decide to relocate the team to a more profitable location). The business of transporting mail generates a substantial amount of revenue: $1.1 trillion every year, with the Postal Service accounting for around $67 billion of that total. There are a number of companies who would prefer to see the Postal Service privatized in order to gain a larger share of that pie.
However, in order to go ″from here to there,″ they must first dismantle people’s attachments to the way things are now organized. And one method of accomplishing this is to close down post offices. The Department of the Post Office was the name of the agency before it was renamed the Postal Service in 1970, and the majority of people still refer to it as the ″Post Office.″ The Postal Service is anchored in situ by a post office, which makes the abstract concept of the postal system physical and tangible, something you can feel with your hands.
When the brick-and-mortar post offices are no longer there, individuals will have little recollection of ever caring about these institutions. There are already a large number of individuals who are unconcerned about how their mail is delivered or what happens to post offices. When all of these post offices begin to close in their hundreds and thousands, more and more individuals will become disinterested in what happens to the United States Postal Service. In the words of one woman whose post office may be closing, ″If it is their goal to go out of business, this may be the catalyst.″ However, it is not a question of the Postal Service going out of business; rather, it is a question of selling the company to private firms.
- The officials of the United States Postal Service could be spending a little too much time at L’Enfant Plaza, with its hideous Brutalist architecture, to recall what it is all about to be in love with a place.
- Or it’s possible that they are well aware of the situation.
- It will not matter who buys the Postal Service or who benefits from it if no one is interested in the Postal Service in the first place.
- Perhaps this is one of the reasons why they want to shut such post offices.
- Wrecking ball; Blairsburg Iowa post office, which is on the shutting list; Wellstone, Missouri post office, which is on the closing list, shot by Rich Engel; USPS headquarters at L’Enfant Plaza.
